PRESENTATION ABSTRACT:  My Race Classification as an Egyptian Nubian and Federal Directive No. 15

Dr. Mostafa Hefny is an Egyptian Nubian who was born in Cairo, Egypt. He later migrated to the United States and became a naturalized U.S. citizen in 1985. He received a Ph.D. from Wayne University in Detroit, Michigan where he was employed as a bilingual Resources Teacher with Michigan’s Wayne County Educational Service Agency.

Dr. Hefny learned he was classified as “White” based on Directive No.15 of the federal Office of Management and Budget (OMB). To no avail, he has fought to correct his status as “Black” for the past twenty-seven years. Dr. Hefny’s efforts have extended to notifying federal
and local agencies, the United Nations, creating petition drives, and court cases. He has appeared on local and mainstream news outlets such as CNN, yet his classification remains as “White.” Currently, Dr. Hefny continues fighting his case to be recognized as “Black” under the federal Directive No. 15.

Biography

Dr. Hefny learned he was classified as “White” based on Directive No.15 of the federal Office of Management and Budget (OMB). To no avail, he has fought to correct his status as “Black” for the past twenty-seven years.
